In times of crisis, local communities expect their local foundations to be the first ones in line to service their needs. Yet an NCRP analysis of available data over the last 8 years shows that state-based funding directed toward immigrant and refugee fall short of honoring that value. Local foundations must better match the urgent need that groups have support  if grantmakers want to fully realize their missions and moral obligations to communities. They can begin funding groups and movements at shares that are closer to groups' percentage of the state population. Community-rooted movements ultimately are the best ways to catalyze change because they build the kind of sustainable power that directly challenges the root causes of inequity.
